About the SBIR/STTR Program
The Small Business Innovation Research and Small Business Technology Transfer, or SBIR/STTR, programs are the largest source of early-stage technology financing in the United States. In Indiana, Elevate Ventures facilitates the SBIR/STTR program and using state dollars matches 50 percent of up to three SBIR/STTR Phase I grants ($150,000 maximum match) per recipient. SBIR/STTR programs are highly competitive and encourage small businesses to explore their technological potential. Funding is available from 11 participating agencies throughout the United States and focuses on various technological areas.
SBIR/STTR grants are usually for STEEAM Small Businesses (Science, Technology, Engineering, Education, Agriculture, and Manufacturing).
Since 2014, Indiana’s SBIR/STTR matching program has provided over $8.3 million to 114 companies in 18 Indiana counties. Collectively, these companies have attracted more than $56 million in SBIR/STTR grants and over $21.7 million from other capital sources.
More About SBIR/STTR
SBIR/STTR are two of the most effective STEEAM programs in the federal government and important sources of pre-seed and seed-stage non-dilutive capital. Funding is available from 11 participating agencies throughout the United States and focus on various technological areas, including the following:

- Department of Commerce
- Department of Defense
- Department of Education
- Department of Energy
- Department of Health and Human Services
- Department of Homeland Security
- Department of Transportation
- Environmental Protection Agency
- National Science Foundation
- National Aeronautics and Space Administration
Companies eligible for Indiana’s SBIR/STTR program are Indiana-headquartered, for-profit “small businesses” with fewer than 500 employees. They must be owned by one or more individuals who are citizens of, or permanent resident aliens in, the United States of America. Parties with an SBIR/STTR request should apply to Elevate Ventures within 6 months of the SBIR term start date.

Assistance (Turnaround time: 10-14 business days)

Apply for State Match (Turnaround time: 10-14 business days)
- Through 21st Century Research & Technology Fund
- $0.50 towards every federal dollar awarded up to $50,000 in Elevate matching per federal award A lifetime maximum of $150,000 in Elevate matching per company, including affiliates
Closing (Turnaround time: 6-8 weeks)
- Contracts will be signed and funds disbursed
Reporting (annual)
- If awarded, company will have to complete annual year-end reports
